Debatable. Plus Bucky has a metal arm, so in melee, that's going to count big time. Bucky's marksmanship also gives him a clear edge.

Bucky has manhandled Clint and Natasha in hand to hand, he went against Ursa Major and Bullski without the advantage that the metal arm represents. He also punked Crossbones backed up by the entire Serpent Squad. Bucky could beat every fighter in this battle for the majority.
