He smashed a few walls (like the T-850 has while fighting the T-X) and tipped over the APC. Not that impressive. In fact, I'm pretty sure Robocop overpowered him on the roof when he pulled him down.
Perhaps, but even if that's true the difference in durability is so small it won't make much of a difference. Besides, Robocain has a giant weak spot while the Terminator doesn't.
The shoulder cannon won't do jack. The T-X's plasma attack couldn't stop the T-850. He'll probably tank 1 or 2 shots and take it out like Robocop did.
Robocain wasn't very smart, the Terminator will get on his back and kill him sooner or later.

Robocop did not overpower Robocain, you need to watch Robocop 2 again also. They both tumbled off the ledge; Robocain managed to grab the side and Robocop used leverage, his strength, his weight and gravity to pull them both down.

I just saw that scene again on youtube. It's kind of unclear at the end. In one shot he's on his back and holding the door with one hand and the the T-X with the other. In the next one he's on he's side and pulling out his fuel cell. Seems to me he's holding it with his shoulder, but even if he isn't, just stopping that massive door with one arm is a far more impressive feat than turning over the APC. I ask you again, what other strength feats does Robocain have?
Right, my mistake.
The T-850 was not damaged by the helicopter crash, only his flesh was burned. Like I said, the Terminator has no weak spots while Robocain has a pretty serious one.
The plasma attack wasn't just heat, it also had huge kinetic energy. Remember how it sent the T-850 flying? That cannon couldn't put down Robocop, it won't stop the T-850. And Robocop took it out with one pistol shot, that's no problem for the T-850.
Just because he's not looking for nuke in this fight doesn't make him smart. The whole character seemed like kind of a dumb ass. The T-850 is smaller and can get around him and get on his back.
Robocain has too much height, weight, and leverage for Arnie to do much of anything to him. The only reason that Murphy won was because he was able to surprise jump onto Cain's back when Cain was tripping on Nuke and then pull out his brain housing. Cain also has speed and agility if you want to argue semantics. The fact that Cain traversed the elevator shaft as fast as he did to surprise Murphy proves it.
Arnie can pick up any stray weapon he wants, but Cain has his physical attributes I mentioned, as well as his mounted machine guns, his arc welder, and his uber claw that he killed his girlfriend with.

I see no reason why the T-850 can't scan him and figure out a way to get on his back. And speed? Really? Yeah, he can move fast in a straight line but he didn't demonstrate any remarkable combat speed. And I'm really hard pressed to remember any agility feats.
Like I already said, Robocain's weapons will be useless against Arnold.
