Nope. Snape and Bellatrix fly around casting every spell in the HP movies simultaneously while Linoge can only sit around and dig in his ass nose.

Linoge can use tk and affect them with his eyes such as causing a boy's bose to bleed in Storm of the Century. He can also fly and force others fly against their wills.
