Who wins?

Eternal Idol Lono, "The Dog"

I don't know anything about Savage Dragon, but I do know that he'd kick Luke Cage's ass.

cage thunderclap ftw

Eternal Idol Lono, "The Dog"

Savage Dragon has a healing factor on top of superhuman durability, so even if Cage could pull it off, I don't see it doing much.
