This has been the standard exchange for a long time between Israel and her bordering enemies.

1) the threshold for what is considered a "prisoner"'is probably lower on the Israeli side, also, it is probably harder for the Palestinians to take live hostages
2) there have been a number of instances where the palestinians have arranged such an exchange where they brought the coffins of the dead hostages to the exchange point (afaik, seriously, mega propoganda on both sides, ya?)
