Isn't the demon powerful enough to actually force Mephisto into binding it in order to make sure it doesn't overthrow him or something like that?

Yeah Zarathos is threat to Mephisto in his own realm. Kuurth/Juggernaut seems to the only one that can put up a fight due to invulnerability, and freakish hax.
