As for the comic:

It's incredibly ambiguous, and just plain badly written. Perhaps the writer forgot that Vulcan can't exist as energy any longer, because the blast should have killed him. I didn't see any mention of him putting up his defences though.

The worst part is, the guy who brings back Vulcan is going to have to explain all this...

I think its a matter of time as well. Vulcan had potential and he kind of remind me of Prime.
