Two-Face versus Jigsaw

1.) Random encounter, both backed by half a dozen armed henchmen.

2.) 24 hours prep for each.

Tough fight for me to call, since I haven't read any DC.

I think the random encounter is a 50/50 split between them, but I'm inclined to say Jigsaw takes the majority in the prepped encounter.

I'll give it to jigsaw
