Assuming he doesn't go retarded trying to fight someone as important as Galactus and be unable to muster his power, he demolishes Galactus. As for why? because his power output is just beyond him.

In essence, isn't a fully powered Galactus equal to the Eternity Avatar? If so the Spectre should win this. On average though, this is a good fight.

Galactus full powered is close to half of Doom's power, or Kyle's if you want to use a DC character.

That's more than enough to oneshot Spectre.
