Storm was able to beat Cyke when she was powerless. Now that Scott has tons of experience and improvements, can Elektra do the same?

Apparently, Scott didn't believe Maddie as he still holds a grudge against Storm.

I wouldn't say he holds a grudge. That was a long time ago.

I can't imagine any person without decent super speed, or high durability taking cyclops in melee when they don't start out right next to him. If you let her keep her mental powers than an argument could be made but as of now not seeing it.
