Lesse, Lady Liberty and Cyclone aren't all that strong, Atom Smasher is fairly useful... but it comes down to Citizen Steel and Obsidian for the most part.

Dunno how the X-men are going to deal with Todd, and I think Rogue is the only one who can stop Citizen Steel.

So probably the JSA.

Atom Smasher isn't that useful. He took on some gods in JSA All-stars and nearly took down his entire team in one swoop. He can be a big gun.
