Well...

Batman's cowl had picked up Mister Terrific with some difficulty, and Holt is generally invisible to technology, so that's a huge detection feat for Batman, imo.

Being far stronger and faster than Batman unfortunately doesn't equal auto-win against him, either. And that's without the backing of the Batgod and all of his PIS fueled powers, too.

Can you name me some quantifiable feats of strength, speed, durability, etc of the Arbiter?

I dont think its one sided at all; Batman has the stuff to beat The Arbiter, but I'd like more of an answer than Batman wins just because hes Batman...

Since we're using game mechanics... Get back to me when Arbiter overpowers a Hawkgirl level being. Kicks a tree in half, makes Darkseid bleed, turns Cap Marvel back into Billy with a kick, gives Hawkman hell, etc.
