michael has the power but he can't 'create'. that was lucifer's role.

There can be multiple multiverses.

For example, within the Lucifer series there are 3 multiverses: Yahweh's, Elaine's, and Lucifers.

Yes, he can create a universe multiverse on his own.

His daughter, Elaine Bellock, with his power created her own universe under Lucifers tutelage.

Michael provided the raw universe stuff.

Which only means he can't create something from nothing. He needed his own universe, and the outside the DCU was nothingness, so he needed Michael to give him something to work with.

Well, he probably "could", if his daughter could do it.

But Lucifers role was the painter, and Michael the paint.
