Speed should allow one to hit harder but I haven't seen that considered in regards to punches. From what I've read, it's usually a specific scene such as Superman flying to near light speed to increase his mass. A character flying at high speeds to ram into an opponent is when I see that type of reasoning applied.

As a matter of fact, there seems to be a trade off of power for speed in comics when it comes to punching.
