ha ha Superman of Pre-Crisis has too many ups and downs to call it. In one scene he struggles to lift a car, and in another he's turning back time. The one that faced Mongul for the first time gets owned.
Pre-Crisis characters should be somewhat limited to specific books that they were in, because there are so many off the scale feats, that once you say Pre-Crisis vs anyone, it's nearly an auto win. Shyt Pre-Crisis Superman has some feats that place him near the Beyonder.

True, his power was extremely variable..
The same held true for the "other" PC Superman of Earth 2, who ranged from throwing moons at Anti Monitor to struggling at stopping a nuclear missile without help from Alan Scott and Wonder Woman, and was stunned when it went off.
