They are in the same tier. Superman and Surfer are in the same tier but people give Surfer a majority. Just because two people are in the same tier...it doesn't mean that they break even every time they fight.

That being said Team 2 win imo.

Thor and Bill with Mjolnir and Stormbreaker on the same team bring a huge amount of power and versatility plus essentially having a Superman on their team is a big obstacle to overcome. Team 1 need someone more versatile than Lobo.
