Well, first off, I can't agree with female Shepard (I hate the term 'FemShep'😉, because Shepard is barely a character as it is - really more of a cardboard cutout. That added to the fact that there is exactly zero difference between the stories if you're a male or female character...no. That doesn't count as a different character. By the same logic, Revan, the Exile, Hawke, etc. don't count (though I maintain that **** game canon, Revan's a woman, and dark side at that).
Also, female Shepard wasn't on a game case for the same reason that almost no games with the option to make male or female characters like that feature the female version - companies are scared to market to women, both because of the completely wrong misconception that women do not play games, and also because any time something like that is attempted, douchebro gamers whine that they're being excluded (despite the fact that 99.999% of the industry solely caters to them and they only make up half of gamers anyway).
Anyway, on the subject of the thread...I'm actually not sure. I'm inclined to say Samus just right off the bat, but I don't know. The problem is that there just aren't that many really badass female characters in gaming.

Meh, the same thing could be said about Link. Or Samus before Other M. Or any silent protagonist/RPG character. Personally, despite you being able to choose Shepards responses and ethics etc, I don't think this stops her from being a character. Her actions are still there, and really our actions do define us in some ways.
