Let's say Dr Doom build a DBZ Scouter and he scouts the power lvl of the following what will be their power lvl

HOTM Hulk

Warrior Madness Thor

Sentry/Void

Ghost Rider

Silver Surfer

A blink from one of these fellas would blow the scouter off Doom's ear.

DBZ scouters can't handle maximum power.

I'm pretty sure SS1 Goku's power level was 120 million. They never got into power levels after that. So pretty much everyone here would be above that. Ghost Rider would be the only one that you won't be able to make an estimate, and probably in inaccurate one at that.

No he wasn't IIRC Freezer's 1st form was at 250000 doubling with each transformation (4 forms total), SS1 Goku was above that but not so many times.
