actually he is if you consider the shear number of countermeasures he's got sitting in the batcave. I mean advanced biowarfare countermeasures for the likes of Poison Ivy, counter Braniac level AI tech. That last one alone having any feasible countermeasure that would be technically on the level of Braniac even for moments before having Braniac adapt to it is still lightyears beyond anything else Humanity has.
