Very good questions, and points Guy. I think I'll sit back and let time tell the tale. The Hulk after all is more powerful than ever. I think some may be hung up on the Hulk of the past, because there was really no clarification as to how much power was being thrown around within the Dark Dimension.

A CISless fight is a fight where a person can make a character do whatever they want to do. It's stupid. I come with a counter, then you come with a counter...we are basically making up crap. Someone can easily come in here and say, surfer turns to rain or go intangible while blasting Hulk at the same time.
Arguing powersets is more realistic since the characters, if they exist, will fight closer to what they should. The only reason why characters fight dumb in comics is because there wouldn't be much of a story if they didn't. For example, if Superman used his speed 100% of the time in comics then we wouldn't have much of a comic (a very short one).
But since these characters HAVE USED certain powers and abilities before then it is in their character to do so.
So I disagree. It is much more exiting and thought provoking to argue powersets. That is the birth and soul of comic debating. We all argued this way when we first began this hobby. Just make sure you argue things that a character HAS done though.
Oh, and Surfer wins.
