lol Zoom and Wally are not choices for obvious reasons.

I think we all know Jay Garrick is the slowest of the Flashes, but even being the slowest of the Flashes made him just as fast if not faster than everyone involved. He still was connected to the Speedforce. Then again, I could be convinced otherwise.

old man or not, jay's connection to the SF is still pretty uber. in one of the last JSA issues of the post-reboot DCU, he said something to the tune of: "it bought me a few seconds... an eternity in my world."

Cheetah's also a contender- while not Flash fast, she's noticeably faster than WW and Superman type speed, and was able to take apart Wally.

In the race, it's really just between Cheetah and Jay.

Bizzaro has stalemated hunter zoloman in a foot race. Cheetah was upgraded by zoom against wally who stole her upgrade by a kiss at the end of that arc. Jay has already admitted that he's slower than superman, but it's not much as only barry and wally are faster than him among flashes. It's between bizarro and jay mainly and I think bizarro is going to win.

I don't think Zoom was really trying to win. He was only there to recruit Bizarro after all.
