I having to choose between these two, but PreBoot I would have gone with BM. Post Reboot, it seems like CA is a freaking Trans Tier character, so I'm going with him.

Don't know much about the new re-boot Cpt. Atom and what his feats are like.

But Pre-reboot Cpt Atom goes down to Blue Marvel.

Let's just say the way the new Captain Atom is going, it won't be too long until is Doctor Manhattan lite, and it won't even take longer than that until he surpasses him.
