Black Panther used tech that he had prepared for such an encounter, iirc, that and writer induced retarded behaviour (on the part of Surfer) resulted in the infamous arm-lock.

He had prep the second time. The first time I don't believe he had anything.
He overpowered Surfer, and then managed to stay awake through a Stardust attack.

Not sure how he's operating outside of his range when he's specifically prepping to do just that. You might have a point if Doom strolls up to Galactus and punches his lights out.
The Black Panther incident isn't really the same at all.
Considering what Doom has done with his prep time in far less time than he has here, I don't see how the idea of Doom besting Superman for the vast majority would be "PIS" or not count other you simply not agreeing what he's done. Lex Luthor is able to give Superman fits with this kind of one sided prep time. Doom, who is far and away his vast superior, would yield far more impressive results.
