"Dangerous"? IIRC, Superman once described Batman as the "most dangerous" man on Earth. So I'm not necessarily equating "dangerous" with "powerful." Accordingly...
Thor, Surfer, Superman.
I put Thor first because he's the one true warrior, and so may be most inclined to take life. Superman is last because he'd be least inclined to take a life (doesn't he have a pledge or something against killing? If so, then for all Surfer's pacifism, I think if push came to shove, SS would be quicker to kill an opponent than Superman).
The others I'm not that familiar with.

yeah surfer is another case of very powerful and versatile guy who choose to just brawl it out with 1 dimensional bricks , i blame it on the writers that have to downplay a certain character because they dont want to find a way to mix all those powers with a good story/fight
It's not as easy as it sounds to always give them good fights that allow them to showcase their powers. Often times they're given a rough plot outline, characters they're required to use, and set loose. There's only so many permutations before you'd have to write Surfer down a notch for the story to make sense.
Which is part of why it's useless in the long run to read comics for power scales.
