Oh really? I don't recall that scene, but I'd take your word for it.
The reason I didn't think he was that strong was because of that infiltration scene (think it was in Russia), where Xavier creates the illusion in the minds of the few guards that they were not in the truck, and he seemed relieved when it worked. If he was as powerful as his older self in the other films he wouldn't need to bother with that.
Also whenever he uses his powers to a greater extent, he seems to have to really focus and concentrate, and also with the finger to the head thing lol. His older version accomplishes much more with little to no effort.
I think his powers were reduced for a good reason though, besides him developing powers later on, it is also very hard for the plot if Xavier was at full power. I had a conversation with one of the actual writers from X2 (think it was Zak Penn), and we discussed why Xavier was always "out of action" in X1 (mind raped by machine/mystique), X2 (sleeping gas) (and later "killed" in X3) and the reason was because he is simply too powerful. Almost any problem could probably be taken care of by Xavier by using Cerebro, finding the problem-causing person and fixing it (aside from Magneto of course).
