Gaining that much strength/speed/energy projection changes the dynamic of a fight drastically. It's a lot better to go up but you have to remember Wolverine's perception up until that point is entirely from a relatively human perspective. Suddenly changing his reaction speed, strength, and flight should deter even the best of fighters. Timings for skills and moves would be off. Body perception changes now that moves that used to take him x amount of time are now near instantaneous. Combat midflight is a lot different than on the ground or under the influence of gravity.

Which of course is why every time a character gets a Uni-Power amp they bumble around like an invalid screaming "I'm faster and stronger now, how does my body work!!!!!!". dur

Ignoring the fact that he would have cosmic awareness and would innately know how his powers and body functions; the reality is his speed and reaction time would have increased relative to his perception. There would be no need to adjust to the speed, because relative to his ability to perceive the world it would be the same... everything else would just appear slower to him.

Anyway, even if all Wolverine took away from the Power Cosmic was flight, durability, super speed and strength, that alone - coupled with his healing factor - would be enough for him to comfortably beat ANY herald... and that is pretending that his healing factor stays at its current levels and isn't amp to the 9s by the PC (which is almost a certainty).
