old animated film

There's this old animated film i saw many years ago that i haven't been able to find. I remember that there's some kind of queen who executes the men of her kingdom that she doesn't like(up to a specific time of the day), with some kind of huge laser cannon that evaporates them. As far as i can remember the film was kind of artsy, as the people were like shadows with minor distinct characteristics and it keeps using blue a lot. It also looks like its from the 70s-80s.

no it wasn't that. She would search the men through some kind of radar and found many of them hidden inside chairs, in skins of animals and some other weird locations like these. But she couldn't locate a guy who was next to her all the time, dressed as a dog, if I remember correctly.
