Arc to arc rather than chapter to chapter, and only within a certain range. I'd say overall it's very consistent and really doesn't have any bad arcs (there is no Fairy Tail Fishman island or Skypeia), but nor does it get quite as great as OP or Naruto has managed.

Deny, though they do share enough in quirkiness and art style it's not exactly surprising why people compare them. Both Mashima (FT) and Oda were heavily inspired by many of the same works like the original dragon ball.
There's four main characters. Natsu's pretty typically shounen-main. A 'dragon slayer' who uses fire magic. Lucy's the PoV 'normal person' of the group and a summoner (and does have a fairly strong resemblance to Nami). Erza's the strongest of the four and is an armor-wearing warrior (so... no real OP counterparts. And yes, female major character who's stronger than the male lead in a shounen manga). Then there's Gray, Natsu's ice-mage rival (and real, 'they're close in strength' rival, not a 'can't keep up' type).
And it really is an ensemble cast- more so than any of the other series, the story arcs can focus on any of the characters, and while Natsu gets more boss fights than not, he doesn't take even as much focus as Luffy does.
They're part of a mage guild, Fairy Tail, which has a buncha other regulars.
