Cant agree with this. At first there was no mention of the Odinforce when Thor returned under JMS. In the Iron Man fight Tony noted that he seemed more powerful and Thor said he just wasnt holding back. At some stage i think someone remembered there was an Odinforce and they better address it but it dont even think it was something that JMS planned to deal with at first. After freeing all the Asgardians all over the world Thor is depleted and has to go into the Odinsleep in issue 7. In issue 12 he fights Bor and Mjolnir is destroyed. After that he gets Dr Strange to use the remaining Odinforce to reforge Mjolnir. So at points in time after exerting himself Thor possesses or seems to possess a diminished level of the Odinforce, but by no means is it stated repeatedly that he only has some fraction of the Odinforce in the post resurrection period taken as a whole, or any comparison made with King Thor of The Reigning. Its really never made clear at all.
