I don't agree with the way you want to execute the project (IMO, no need to tiers, just have them all be more or less equal with specific strengths/weakness like SB already does with their characters. And I like the ease that the non-3D environment brings to the fighting), but a DC or Marvel Smash Bros style game would be boss.
Smash Bros is my favorite group fighting game - using DC or Marvel IP to use those characters in that style would be pretty freaking awesome, IMO.

I could be persuaded on the tiers. But 2D fighting wouldn't really let you "be" the characters. That's really the point. It would just be Smash Bros. with Marvel or DC skins. Which, mind you, I'd still play. I just wouldn't love it quite as much.
Like, I enjoyed playing as Thor in Ultimate Alliance, but you're so friggin' limited. I actually wanted to be the goddamn god of thunder, not someone whose attacks were functionally as useful as Cap's or Venom's, and who couldn't fly higher than about 15 feet off the ground. I want to fly into low earth orbit, and come crashing down into a building with the Hulk on top of at Mach 5, taking the entire scene into a giant crater with me.
Most of my wish list for this game involves stomping the unholy sh*t out of the Hulk, but that's a different point entirely.

When I was younger I thought of a game that was Every Single type of Xmen character in a Combat system that...... Ohhh.. it's hard to explain.
There was this Fighting game in the arcade where you used two joysticks and you piloted giant robots destroying cities. It was Third person where the camera was right behind the character's back. Pressing both sticks left would make the character run left, but if you pressed the left stick left and the right stick right the character would jump and fly, etc.
This is the combat system I had had in mind. It would be a free for all fighting game just like your idea but mine had originally been limited to X-Men.
I've always thought it would be fun to make a game based around the Marvel mutant scene, where you could specialize in different powers as different means to complete objectives... ie, if you need to gain access to a secure vault, you could control Magneto to try and take on the location in all-out frontal assault, or you could choose a Mystique/Kitty Pryde type to gain access more covertly.
I've never really thought much of it past there though.

Marvel Nemesis: Rise of the Imperfects kind of tried this to an extent. Horrible game, but I'm guessing better execution would have resulted in something akin to what you are talking about.
I got it. Sim X-Mansion. This is a Sim game where you build up the X-Mansion and recruit Xmen based on how nice your mansion is! Plus there are RTS elements for when that Pesky Magneto and his Brotherhood of Evil Mutants try to attack the place!
Lets not forget the Sequel... Aveeengers headquarters... eh? ehhhh? And don't forget about the PREQUEL! The Baxter Building!!

I would like a green lantern corps game. I picture basic control inputs to accomplish basic tasks but as the game progresses you need to get more creative. I imagine almost a scribblenauts type system where say after you gain a certain amount of money or points, ect, you can create constructs that you want assigned to your button commands. Also things like willpower, shield strength, construct strength, would also be upgraded over time.

I want a GL game too. I had the last post on the first page about it - though it was probably so long that no one read it.
