Reasons? Hal would have to pretty much destroy the entire city, and I don't think he can do that (barring some really high-end feats) in time before Jack smooshes his face in.

In a comic? Coin flip. Jack's ruthless and has plenty of tricks, but Hal's potential power is greater.

Pre-reboot? Hal.

In the DCnU? No f--ing clue. Does Hal have any feats at this level yet?
