Creation Equation = Max's power.
Possessing the creation equation is as powerful as one can get in the Wildstorm multiverse.
In issue #7, Lynch confirmed that the omniverse will collapse under Max's power:

We know it's not a hyperbole since it was also confirmed that there were already tears in the basic structure of reality.
Also, im pretty sure that around issue #7, Max wasn't at his full potential. So yeah...
On top of that, we see a future where Max destroyed the universe:

And in the end, he casually, with a wave of his hand, created thousands of alternate earths, and claimed could create many more:

He also closed off the space-time continuum, which could be argued that he closed off the entire omniverse (but some people may disagree since it wasn't specifically mentioned to be the omniverse).
Also, just a thought:
Jenny Fractal was merging every single alternate reality in the WS multiverse (which im pretty sure consisted of thousands, millions or even infinite, if you consider the next volume of The Authority, universes) at the end of The Authority v2.
Jenny Quantum is her equal and has done ridiculous things such as flipping reality, replacing the Wildstorm reality with a comic book reality when she was around 5 years old iirc; absorbing the baby universe which is capable of over-writing the mainstream Wildstorm reality; and creating a pocket dimension.
...Yet we know that even they are below the creation equation, since it's the most powerful thing in the WS universe.
Just some insight regarding creation equation's standing in WS.
Franklin was implied to have omniversal potential more than once, but we know it's not his average, it's his utmost potential; conversely, Max was confirmed to have been omniversal not even at full-potential.
Legion was never stated to be omniversal, neither is he a multiversal power even; he's a casual universal power.
That's why both of them are below Max. Together though, i dunno, they may get a win. Assuming you allow Legion to merge all his personalities together and have complete control over them (which most of the time he doesn't), and have Franklin at his peak.
