Well statistically both have poor stats and a bad move pool. Cloyster should be fine.

Sexual jokes aside, Cloyster wins if we go by stats. Even with no speed investment, Choice Band Cloyster literally out speeds and one-shots all variants of Lickitung barring Choice Scarf.

Lickitung's only guaranteed OHKO is something stupid like a Modest Choice Scarf Hyper Beam. If we're using stupid set ups like that, Cloyster just slaps on a Choice Scarf and still one-shots Lickitung.

Cloyster is a vastly superior pokemon to Lickitung.
