It's only not in continuity in the sense that Sandman/Hellblazer aren't either, seeing as Lucifer is a direct continuation of Lucifer's story from Sandman, and was referenced in Hellblazer as it was running. Swamp Thing/Sandman/Hellblazer/Lucifer all take place in the Vertigoverse, which seems like it's just a parallel multiverse or something (Seeing as Daniel as Dream appeared in both JLA and JSA, but referred to the mainstream DCU as a "little universe"...)
As for this, I'd argue Lucifer/Michael just about tip the balance for the angels- most of which are pretty much canon fodder for the imps...

If Carey thought the Endless were more powerful than Michael/Lucifer, he should have put it in the text of the comic. Instead, both Sandman and Lucifer strongly beg to differ. It seems wiser to go by what's actually in the text than what writers or editors say in real life. The comic is the primary canon.
