All of the "human" characters in Watchmen were superhuman to varying degrees, with Ozymandias being the most superhuman, followed by Comedian.

H2H, Night Owl is much better than Cap. Their strength is the same. I would give a slight edge to Cap on durability. Brains......maybe Night Owl.
Heart is important and Cap has much more than Night Owl. Night Owl gives up multiple times. Cap would go going even if here were just a pile of bones.
This isn't comic Steve, it's movie Steve and in two movies, Cap has displayed absolutely zero martial arts skill. He punched a heavy bag a few times which suggests he has limited training in boxing, but for the most part all he has done thus far is shoulder rush people, throw his shield and punch really hard.
Please do point out where we are explicitly shown Nite-Owl having martial arts training. Captain America on the other hand is military-trained.
Captain America should have a signifigant edge in durability IMO. He was sent out of a three story window by an explosion and crushed a car on his landing. He got back up and continued fighting. He should also be faster judging by running down a car on foot and swimming after a sub. He proceeded to punch the **** through a submarine window. IMO he is also stronger, having better overall showings.
And like dadudemon said, in terms of willpower, it isn't even close. Captain America's spirit is unbreakable.
