Supposedly The One Above All is the most powerful Celestial, although we never actually see that being the case.

Exitar is the Celestial thats why he only makes rare showings and also why it was he who killed the Leader of the Watchers because he is the king of the Celestials. Thats why when he is shown he seems like gulliver and the other celestials seem like lilliputians

The "king of the celestials"? Where did you get that from? I've always seen him as their doomsday weapon. He's more of a weaponized robot than anything else.
