I'me almost completely sure the last character thats going to be revealed is Ares. They are apparently teasing Lobo, Martian Manhunter (or Miss Martian), and Penguin as DLC. I'm also hoping for Static, Starfire (Blackfire Alternate), Dr. Fate, Red Hood, Poison Ivy, Captain Cold (or Killer Frost; Mr. Freeze), Beast Boy, Azrael, Clayface, Blue Beetle, Terra, Brainiac and Darksied as DLC too at some point. I also would mind a few non main DC universe characters like Ozymandias/Rorschach/Dr. Manhattan from Watchmen or Constantine.
Chances are I wont get 3 of those characters, but it would be nice. I'm just really hoping for Static more than anyone though.

Martian Manhunter is pretty much guaranteed to be one though. I'm hoping Darksied, Red Hood, and Brainiac or Rorschach are the others.
I don't like any of those character skins. It's also lame that there are four characters and four DLC's planned. That pretty much guarantees one character per DLC. I'm a little underwhelmed by the season pass. They'll have to reveal those characters before I consider buying it.

Also, I just found out the season pas is $15. Thats actually not as much as I thought it would be. I can do 4 dollars per character. If you get them all separate, it's going to be $20.

If I had to guess the four announced DLC characters are based on NRS choices and if they sell well enough they'll add the more fan requested ones afterwards.

They were most likely trolling with the Penguin teasing as he's part of a stage transition. Any character that's part of a stage transition pretty much says they won't be playable. Not even via DLC.
Before someone compares this to Doomsday, it's not the same thing. Doomsday is simply in the background of a stage and the opponent just bounces off of him. When he's selected on that stage, the opponent could just as easily ricochet off of the ice/crystal slab behind him. His situtation is the equivalent of Shang Tsung and Kitana in MK9.

"Ares is a very strong zoning char as well. Also has some anti zoning tools. His teleport recovers fast w moderate startup to punish zoners. Also his projectile moves push back a lot on block and his trait can mess with people's heads cause of the diff projectile setups"
