Is this published by square Enix by any chance? I'm pretty sure I played this at the recent comiccon but i'm not sure as i only played a bit of it and i cant remember the name.

No. Sleeping Dogs is the spiritual successor to True Crime LA and New York.

Watch Dogs is a game about a guy who basically controls an entire city's public technology and is on some kind of vendetta.

No it is not the same game. Sleeping Dogs is as King said, a True Crime successor. Watch Dogs is also an open world game, but one where the player primarily controls and uses the city's own infrastructure as his weapons.

Also, Watch Dogs is by Ubisoft.

Sleeping Dogs isn't a True Crime successor, it is True Crime - it started out as TC: Hong Kong. SE didn't get the name when they picked up the game to finish it.

Agreed. It's so unique and I love the idea of playing multiple people like this.

Just because you call it that doesn't make it so, though 😛 Changing a name and publisher when it started out and went through 95% of its development as something doesn't make it not that.
