Is there any way for non Force sensitive to raise their number of Midi-chlorians?

I remember the novel Darth Plagueis mentioned inject sensitive's blood can raise it for a bit.

Also Yoda said Padme was strong in the force. Does make love with Force sensitive raise midi-chlorians?
