That's basically a well worn myth, but according to the comic the only reason t-vo worked on Dominus, is because it put his brain pattern in a dream like "theta state", and his powers require a normal waking alpha state to grab onto thoughts and use them to reshape reality.
He could still affect reality to a point despite it, but his powers are diminished.
Outside of that, t-vo was originally invented as a way to hyper focus Kryptonian warriors. Enhances reaction times, for example.
