Yeah, typically (not always) if a character is more powerful overall, and has a wider array of powers/abilities to choose from, they are going to be more versatile... So I see what you're saying.
How to differentiate between more 'powerful' and more 'versatile', is a bit trickier. Perhaps the UN and IG are good examples. The UN has the better feat from a 'scope of influence' standpoint (it affected the entire multiverse)--so some might say that it is the more powerful weapon overall. The IG, however, is more versatile, due to the various facets of reality it controls. ie. the UN can blow shit up, whereas the IG can control said shit on every level. Make sense?
