The fact that they both have good fights with top tiers like Thor and peers, and both broke planets with brute force. Bill breaks planetoids/planets more frequently though and during the Galactus stuff showed more power then most Glad showings imo.
Gladiator is faster but Bill hits at least as hard if not more with some of his power strikes.

Thor and canon Glads never fought.
They kind of broke the planet different though. Bill broke a planetoid by flying Stardust into it at light speed. Gladiator landed on the planet and started punching it. Glads ft is more impressive imo.
I'm basing Gladiator punching power off of splitting some Nova members in half with one punch. One shotting Binary, one shotting Rachel, Vulcan, etc, etc...against opponents, too many people can't take a lick from him.
The JLA will be a lot more concerned with collateral damage than the Annihilators, which may cause them to hold back a little. Surfers cosmic awareness would make him too much for anyone on the JLA team. With a simple thought he could neutralize the Leagues biggest guns. The only real threat would be Diana, but that shouldn't be too hard to overcome.
