Seth is all over the place power wise. He had an amp when he fought Odin during that invasion of Asgard arc.
The second time they fought, the multiverse quaking fight, I don't believe he had an amp. So if we are using the characters at their best with NO outside amps, one time powerups, or artifacts, then I'd go with Seth.
