Who am I kidding though? Jobbing to street-levelers means you can dismiss their speed feats completely. After all, batting away bullets, lasers, countering thought-based attacks and performing feats within microseconds and taking down speedsters can't possibly mean you've got some form of comic superspeed which, on-panel, permits you to deal with.... bullets, and lasers, and though-based attacks, and performing feats within microseconds... or counter speedsters... No. You need someone like Booster Gold saying you're as fast as the Flash and have literally no superspeed feats other than being superspeed tackled through buildings.

I'm wondering something here. I realize how powerful Superboy was, but I'm not too sure if he is being placed too high on the totem pole. Conner was able to give him the business, at least for a couple of seconds, as was Sodam Yat Ion. I personally believe that a battle with Phoenix Namor would be very competitive for him based on those showings. He may win, but it's not by means of a steam roll.
