Luke and Sidious are the most powerful of the ones who appear in both trilogies. However, that doesn't mean that during the trilogies they were the most powerful. At least not in Luke's case. He eventually becomes the most powerful.

IMHO, it really is Kas'im, he is even described as being either the greatest swordsman of his time, if not ever, by Darth Bane in PoD. I have a feeling that while Bandon is dangerously skilled, Kas'im is still better.

Some other big names are Yoda, Revan and Satele.

See the thing is that Anakin is, according to Lucas, the most naturally powerful person ever created but that his loss of limbs becoming Darth Vader severely limited him. Lucas also stated that Luke (and presumably also Leia) possess equal potential to their father. This basically means that no matter the case, Grandmaster Luke Skywalker is literally the realization of that potential and as such, there is no one who has existed who can ever touch him in power. Therefore to answer your question Luke is not only the most powerful Jedi ever to exist but he is also the most powerful force user ever to exist.
