I don't know what incarnation of the Justice League you're using... but if you are using the new-52 versions, then Captain Atom shouldn't be on the team cause he never was and if he was he'd dominate everyone together.

But incase you're using the pre-52, then I say team 1 should be able to take it.

Team 1

Hal has experience against Hammond, and can take him pretty easily.

MM is too inconsistent.

Team 2 for slight majority because I don't know how WW or Cap Marvel will fare, maybe split.
