Anyone, although items of power are pretty much out of your jurisdiction. Tech is fine though. I.e no ultimate nullifiers, caskets of ancient winter, IG's... etc.. You're whole agency is about prep, so this goes without saying.
In that case I think a pretty good team for taking these people in are:
Vulcan
Quasar
Thor (these 3 for firepower, and controlling the massive amounts of energy their opponents release).
Classic Juggernaut
Flash (They can keep the opponent busy while the energy manipulators do their work)
Finally Doom. This team should be able to restrain any of these opponents for a while. While doing so, Doom is given the tech by the security station, to build some sort of plot device (which we all know Doom can) to incapacitate the enemy.

Let's be honest unless you can pick a 6 heroes with each one perfectly countering one of the beings you're not gonna do this on sheer firepower.
I'm relying on Doom and Reed to handle the taking down part. And Firestorm is there to whip up anything they need, Flash to give them as much time as needed by lending speed.
Hal is there because he does good against high powered people and to run interference.
Thor and his hammer have some great feats behind them and could really help.
Plus if there is something AvX has taught me about Thor is that can take a beating from high powered people and take their attention away 😛

Silver Surfer. Matter Manipulation. Speed. Lots of power.
Thor. Cause he's Thor.
Beta Ray Bill. Basically Thor, Just more Ruthless.
Gladiator. Strength, speed. Planet Busting Power.
Ikon the Spaceknight. Points out the strengths and weaknesses of every opponent (very important for missions like this.)

Doom a High Herald? Lulz, Doom is a Trans - Sky Father. It shouldn't matter really, I was just thinking of good guys when I thought this up. I mean bad guys, or the villains usually never willingly work with the Hero's. But you added a certain dynamic to the thread, so I guess villains are fine.
