Well, Tobey ran into that burning building, Steve jumped on top of that grenade so they don't lack courage. Still, Tobey Parker > Steve physically iirc.

He had more drive. More urge to fight.

Parker needed spider steroids in order to get the urge to fight.

That urge sure helped him when that guy was beating him up.

Peter beats him up, but Peter gets a bloody nose in the process since Steve doesn't know how to give up. Bruce banner beats them both up though, any incarnation of Bruce Banner.

He managed to run into a burning building, and save that girl, he held with one arm whilst holding himself onto that ledge with one arm and he don't tell me he had his powers cause he didn't...he showed strength right there without his powers and he managed to get her up onto the ledge and then get himself up although I'm sure people will say the little girl helped him

Obviously, Peter can win. Peter's from the 21 century, dude would do dishonorable things to win. While Steve was brought up in the age where putting up your fists and slugging it out meant something. I say Peter pulls, scratches, bites and nut-kicks his way to a win.
