Gollum VS Dobby

He showed pretty decent magic ability. I don't recall gollum doing much but biting off frodos finger...

Depends on of Gollum gets the drop on him. I'd say he'd literally tear him limb from limb if he did.

Dobby showed good hiding ability.

Plus insane magical skills.

He stomps.

All Gollum has is creepy sneaky beatdown skills.

Dobby pwned high level wizards in battle.

Dobby kills Gollum.

Gollum throws his loincloth at Dobby, who then thinks that he is free for getting clothes. (Even though thats not how it works)

Anyways, Gollum will just sneak around and then kill Dobby.

Dobby would win easily... he didn't even need a wand to do magic. And his magic was pretty powerful as well. Golum didn't really do anything except plot against Frodo. He had survivability, but he can't teleport, nor can he do magic. He barely managed to take a ring away from a hobbit. So.... yeah.
