New Spectre rampage

Billy Batson runs through the woods with his hands above his head, a hunter mistakes him for a deer and shoot him dead before he can say "Shazam".

At the morgue, the Spectre is required to find a new host and is tied to Billy. The magic still works, and Billy finds himself a cocktail of Cap marvel and Spectre. He goes on a rampage, having been out of action for a while and witnessing unpunished transgressors.

Who on DC or Marvel Earth are able to stop him?

If no one, who in the DC or Marvel universe?

The Power of Shazam wouldn't really add anything to Spectre.

Spectre would be stopped as usual: via plot device, PIS, or beings outright more powerful than him such high end angels like Michael or Lucifer.

I will say that Billy would probably tame the Spectre better than Hal ever could, though.
